Electricity tariff revision effective date cannot be back dated: PUCSL chairman | Sri Lanka News

According to the Ceylon Electricity Board (CEB) Act, the cabinet decision taken to implement the electricity tariff revision with effect from January 1 should not be amended in a way that affects the past, the Public Utilities Commission of Sri Lanka (PUCSL) said.

Addressing the media at a special media briefing held at the PUCSL office, its chairman, Janaka Rathnayaka said according to the act, there is no possibility of making such a tarrif revision, and there is no possibility of making an interim tarrif adjustment.

A cabinet decision was announced today as a joint decision by the CEB and the PUCSL to implement the electricity tariff revision proposed by the CEB with effect from January 1 as an interim measure in accordance with the amendments to the Public Policy Guidelines currently in force regarding the power industry.

According to the proposal received from the cabinet, the PUCSL will consider what measures it can take to provide the electricity needed to meet the demand.

A public consultation will be held, and all activities will be done in a balanced manner, he said.

According to the proposal sent by the CEB, they have calculated a 16,500 GWh electricity demand for this year, and it is a question how they have calculated said demand, Ratnayake said.

According to last year's statistics, the electricity usage had decreased by 15 percent due to the economic crisis, a power cut, and an increase in the electricity tariff.

Accordingly, the electricity usage last year was less than 15,000 GWh.

The Cabinet was also requested by the PUCSL to further study the proposed revision and, if any revision is required, to submit the same on or before February 15.

However, the chairman said that it is not possible to conduct a public consultation before February 15, but it will take a maximum of 50 days. (Chaturanga Pradeep Samarawickrama)
